It appears that Kazakhstani men are letting go of complexes, and some may have been forced by circumstance, but the “father’s” maternity leave is becoming more and more popular. For example, over the last six years, over 150 men have taken leave to take care of their children! While this figure is still relatively small, the foundation for such activity has been laid.
Not long ago, deputy prosecutor of Pavlodar region Kuat Artykbayev decided to take leave to care of his child. He wrote a petition to do so, and it was signed by his boss.
In accordance with Article 100 of the Labor Code, an employer must provide an employee with leave to take care of a child, until the child reaches the age of three. This can be the mother or father, as long as a birth certificate or other document confirming the birth of the child is presented. After filling out such a petition, Artykbaev was granted leave to take care of his child from October 1, 2017 to March 21, 2020. This was explained by the prosecutor’s office in response to a request posted on Ratel.kz.
Kuat Artykbayev is 49 years old, and has been in his current position since 2012. He has worked in the prosecutor’s office since 1993 and has a large family, but he has not yet taken maternity leave.
As it turned out, Artykbayev is not the only man in the prosecutor’s office of the Pavlodar region who has decided to take such leave. Over the past three years, 12 employees, including two men, utilized maternity leave to take care of their children.
Prior to Kuat Artykbayev, deputy akim of Pavlodar region Askar Bakhralinov left his high-level position to go on maternity leave.
It should be noted that in Kazakhstan, not only the mother of a child has the right to take maternity leave, but working fathers do as well. Experts note that this right is most often exercised in case of adoption of a child or because of tragic family circumstances
If a man takes leave in order to care for his child, he goes through the process to prove that he is working, goes through the application process, and if there are no questions he receives the permission. If he does not have a family but has adopted on his own, or if an older brother has passed away and he adopts the children – such cases happen. In such situations, we assign payment – as there is a child,” noted President of the state social insurance fund Almaz Kurmanov.
The method for calculating the monthly childcare allowance is the same as for women: the average monthly salary for the last 2 years is taken, multiplied by 40%, of the amount received, minus 10% of pension contributions. For example, the average salary is 150 000 tenge * 0.4 = 60,000 tenge. We remove 10% and get 54,000 tenge in monthly payment for child care. This manual is assigned for up to a year. Also, a man can extend his period of leave for to 3 years. Though this is without payment, he preserves his workplace and level of authority. To obtain maternity leave, one must bring an official certificate from the place of work and provide the remaining documents to the State Center for Payments and Pensions.
As such, it’s possible in ‘whole families’ to decide who will leave work to take care of a child. Who said that fathers cannot cook porridge, change diapers, read fairy tales at night and take care of their children?
